Christopher Elgin has been a member of the British Columbia bar since January of 1988. He worked for the Immigration and Refugee Board as a legal advisor to the Board members for over three years and in 1993 he opened his own practice, specializing in immigration law. In 1995, he joined forces with Douglas Cannon, another immigration lawyer, and Elgin, Cannon & Associates was born.

Douglas Cannon began his interest in immigration and refugee law at Osgoode Hall Law School in 1988 and has specialized in this area of law since then. He started his own practice in association with Christopher Elgin in 1995. Douglas is regularly called upon to speak at legal conferences, to community groups, and to the media on immigration issues.

He also teaches refugee law and practice at the University of British Columbia Centre.

Shane Molyneaux

Shane Molyneaux received his law degree at the University of Ottawa in 1996 and was called to the Bar of British Columbia in 1997. Since then he has practiced with Elgin, Cannon and Associates exclusively in the area of immigration and refugee law. He is a former member of the Board of Directors of the Inland Refugee Society in Vancouver and is currently legal Counsel for the Hispanic Mission of Vancouver and on the Board of Directors of the Vancouver Association of Survivors of Torture (VAST). He practices in all areas of overseas and inland immigration.

Nora Ng

Nora Ng is a Canadian-born lawyer of Chinese ethnicity. She started working in the immigration field as a law student in Toronto in 1990, graduating from Osgoode Hall Law School in 1992. She has worked and traveled abroad extensively. A practicing member of the law society of BC, she has also been admitted to the roll of solicitors in England and Wales and Hong Kong. Nora Ng speaks Cantonese and Mandarin and practices in all areas of Canadian immigration law.

Warren received his law degree from Queen’s University in 1993, and was called to the British Columbia bar in 1999. Born and raised in Montreal, Warren is fluently bilingual. He has practiced immigration and refugee law exclusively, with a particular emphasis on immigration litigation, since 1999. He appears before all three Divisions of the Immigration and Refugee Board and the Federal Court of Canada.

Warren served as Secretary of both the Immigration Section and the Refugee Lawyers Group of the Canadian Bar Association – British Columbia in 2003, and then as Co-Chair of the Refugee Lawyers Group in 2007. He has published numerous immigration-related articles and is a regular presenter at immigration and refugee continuing legal education conferences in British Columbia.

Judith Boer has an undergraduate degree in International Development from the University of Calgary and received her law degree from the University of Ottawa in 2002. Judith was born and raised in the Netherlands and speaks Dutch fluently. Her personal experience as an immigrant contributed to her interest in practising immigration law. She is active in the community through her involvement as a board member of the Inland Refugee Society and as the secretary of the CBA Refugee Lawyers’ Group. Judith practices in all areas of Canadian immigration law.

 

Craig Costantino

Craig Costantino received his law degree from the University of British Columbia in 2006, and an undergraduate degree in English from the University of Calgary in 1995. He spent several years as an ESL teacher in Korea before returning to Canada to study law in 2003. Craig practices in all areas of immigration, refugee and citizenship law. His primary area of practice is as a litigator before all three branches of the Immigration and Refugee Board and the Federal Court, but he also has experience with criminal law, extradition, and representing clients making civil complaints against the police.
